Tri-County Workforce Investment Board, Inc. is the fiscal agent for many programs.

 - Title I Services are sub-contracted to Career T.R.A.C.K. Inc. of Butler, Armstrong and Indiana Counties

 - The Welfare Initiative programs are operated through the Workforce Investment Boards, Inc.

 - Youth Programs are sub-contract through a "Request for Proposal" (RFP) process and providers are selected through the Youth Council.

 - All other Grants and Services are obtained through the Board approval and, if required, the Request for Proposal process is followed.
